California’s AB 1263 adds administrative hurdles to shipping firearm parts to customers

Revised (Jan. 7, 2026) - With California's AB 1263 now in place, Grayguns has implemented a system to ensure we can continue supporting our valued California customers. We expect the system to change in the future, hopefully making it more streamlined and even more secure.

REEDSPORT, Ore. (Nov. 21, 2025) — California passed and will implement Assembly Bill No. 1263 at the beginning of the year. The legislation will affect California firearm owners in multiple ways. The law is comprehensive and, in many ways, vague. Of primary concern is amendments to Title 20, Section 3273.51.

Grayguns is reviewing the legislation and our online sales process to ensure we can continue to support our valued California customers while complying with the updated state law. We are encouraging California customers to place their orders before Dec. 19 for delivery to their addresses by Dec. 31. The legislation applies to all orders received in California after Jan. 1, 2026.

If we can implement a verification solution that meets the state’s requirements by Dec. 19, we will continue to accept California customer orders. If not, we will stop shipping restricted products to California until we can meet state regulations.

The legislation requires Grayguns and all of our industry partners to verify a California customer's age and shipping address for all tools, parts, or part sets that are “clearly designed and intended for use in manufacturing firearms.”

Most assuredly, this would include parts such as our triggers, short reset systems, grip modules, custom slides and barrels. The vague language may mean the legislation would cover spring kits, recoil springs, and even grip screws.

The changes would require all orders that include affected parts to go through additional processing at the time of purchase on our website. The process would consist of the following.

  1. Check a box confirming that you understand the California law, with a link to the law's text.
  2. Verify you are 18 or older by providing a current state ID with address (driver’s license).
  3. Shipping the order to the address on your driver’s license.
  4. Use a service such as USPS Adult Signature Confirmation - or similar FedEx service - which requires someone over 21* to sign for the package.

Grayguns handles your personal information with care. Although other vendors in the industry may store an image of your state ID in your account, and we could do the same, we prefer not to. California’s Consumer Privacy Act (CCPA) considers your state ID as sensitive personal information. Grayguns is researching services that verify your age and confirm that the shipping address matches the one on your ID, without storing a copy of your state ID.

We are hoping to implement a viable solution for our friends in California soon. Ensuring we meet the law’s requirements while keeping your information secure may take some time, and we hope you understand and will stick with us.
